That could very well be an old style POP that hasn't been converted over to fibre...

I should have nabbed a bunch of pics of CMU's server farm. One of my friend's moms works there and i got a chance to spend a day hovering around back when i was originally a network student. Good god is it insane. Cables above you and the floors are removable and there are miles and miles of cables below you. Burning it down is not an option either as the entire thing is outfitted with a halon gas fire suppression system.

This is one of the less secure rooms. I'll see if i can find pics of the actual racks
