The Cusco RSB should be 20-22mm.
It looks like the same I have on mine.

Yes, it would be an upgrade, and one worth doing.
To be honest, if your going to pull the up-pipe you might as well swap the down-pipe as well.
$75 for his bosal shorty is a good buy as well.
