'06 Crystal Grey WRX in Foxchase apts

there has been a grey 06 WRX parked in front of my apartment building in Foxchase apartments in Alexandria for a couple weeks. I finally got some "Spotted" cards and left one on your car yesterday. hope you stop by and say hi sometime.

This reminds me, how do I go about getting these infamous spotted cards? Or do I get to print my own?
