I am looking for a small form factor pc to use as a router at the office. i'd prefer it have two pci slots. i don't really care what kind of video it has or what it uses for disk. i'm having a hard time finding a supplier for this kind of equipment that doesn't want an arm and a leg. i'd prefer to spend less than two hundred dollars. it doesn't gotta be fast. in fact, i'd almost prefer an ARM machine.

with the sff, you're pretty much guaranteed to be well north of 200. if it has to can has two pci slots, you might as well be looking at whatever the heck is cheapest at bestbuy/dell/etc.

Why not use an old laptop? I have a 5 year old dell pulling firewall/router duty at my place.
All my cars have drum brakes and are sub 200 hp, what am I doing with my life?

Well, it only has one PCI slot, but it does have an onboard LAN connection, so you could get two connections. You could also put in a 4 port LAN card and just have traffic go through that with the onboard being your management network connection.
