The Marina is a good choice. The sun will be rising in front of the water so we should be able to get it in the shots. Also, early morning down by the water between the Jefferson and Lincoln memorials are good for shooting, too bad the cherry blossoms are out of bloom.
Some other options:
Skyline Drive
Mount Vernon
Arlington Cemetary
The GW Masonic Memorial
On the Mall (parking on 12th or 11th streets) shoot with Capitol one way Washington Monument the other) or in front of your choice of museums.
I'm sure there are more, these are a few off the top of my head.

Alright, I just got a call that my fam is going to our island up in Canada one last time in August. Looks like it will be the third and part of the 4th week in August, so I will be out then.
